Tetsu, what are you even doing over there?
Behold! A true master of AI!!
September. Nashigasaka City Hall, the basement.
“Today's lateness: unavoidable family matters”!!
You're SINGLE!!
Number 3,812, huh...
Hey, are you listening?! You're on the clock too!
Page 2
AI fees: triple the budget. Cut 30%.
And complaints about slow replies.
The top user is... Genda.
I'm just using AI to do my job, aren't I?
That 30% is YOUR fault!!
Should've just used Jev.
J-... what the heck is that?
Chief, you know it?
I'm afraid I don't know either.
Page 3
The AI everyone's posting about this week.
You don't know?! Listen up!
ChatGPT is great at “essays.”
Jev does “bubble sheets”!
Note: Japanese exams often use mark sheets: you just fill in a bubble. Jev likewise returns a choice, a score or a probability — never prose.
It doesn't write? Is that even AI?!
You give it two things: the situation and a question!
And there are only three types of question!
The answer's just a NUMBER?!
So a program can use it right away.
Pick one, score, chance of yes...
Page 4
So basically, ChatGPT's little brother?
It gets its answers a totally different way!
ChatGPT writes word by word, in order.
Jev gives the answer in one shot!
Careful thinking versus a quick gut call.
The more you make it write, the more it costs!
I was paying by the WORD?!
Neither one is better. They're good at different things!
Page 5
And every answer comes with a “confidence number”!
Under half a second, and the answers are free.
Note: At its September 2026 launch, Jev charged only for the input it reads; the answers it returns were free.
Like a chance of rain. 0.9 means right 9 times in 10!
High? The machine handles it. Low? A human checks!
BUT! It can't write!
No summaries, no explaining why. And it makes mistakes!
Once I'm in, I'll ask it: “Will I get off on time?”
What a petty use!!
...Free, you say?
Page 6
If all it does is judge stuff, why charge money?
Says the guy who runs on pure reflex...
Urrrgh...
I asked a week ago. My move-in notice is due in three days.
Hundreds stuck at “which desk?”!
Page 7
...I see.
If Jev sorted stuff like this, would it all get easier?
We don't need writing. Just where to send it!!
Kid, let me use that Jev!!
I'm #3,812 on the waitlist. And it's best in English.
I can't wait that long!! I'll build a Japanese one myself!!
I can sell it to the next city, too!!
I'll help for 10% of sales.
You can't just go and build it!!
Page 8
Kid, we're pulling an all-nighter!!
I'm sixteen.
Late-night work under 18 is against the law!
Note: Same law as before: Japan's Labor Standards Act bars anyone under 18 from working between 10 p.m. and 5 a.m.
See you tomorrow.
Building an AI from scratch... ugh... not happening.
Oh? Some AIs are posted online for free?
Copying software costs nothing... I'd be a fool not to use it.
So AI just picks the next word by probability.
Then that 93% on “Yes” IS its confidence!
Talking is what costs. Just the first word!!
Tetsu's dirty trick: don't let the AI finish. Read only its first word — if it starts with “Yes,” the answer is yes. Less output means faster replies and a smaller bill.
Page 9
If it's just for City Hall, a custom database is easy.
Just make tons of data with the answers attached.
Anything that identifies a person gets blacked out!!
Again tonight...
What is he doing so late every night...
—Night after night.
...please, tell me, how...
Rena and Shota couldn't understand why Tetsu was pushing himself so hard.
They never knew that, late at night, he was asking an overseas AI forum for help in broken English.
I don't need a brain that does everything. Sorting, period!!
—Found it!!
Page 10
An empty room... and an untouched budget...
The council decides how the budget gets spent.
Can't move money between the big categories!
Note: Real rule: a Japanese city's budget is split by the council into “kan” and “kō” categories, and money can't be moved between them (Local Autonomy Act, Art. 220(2)). Smaller moves still need the city's formal procedure.
But inside one category, a sign-off can move it!!
Note: A “kessai” is a formal internal sign-off. Tetsu skips it.
If it CAN be moved, then I can move it!!
Train only at night. Nobody notices the power bill!!
Page 11
Approval? Later!!
—The next morning.
Behold, my laboratory!!
Whose money paid for those machines?!
...Some leftover budget.
“Leftover,” huh...
Name... address... name... address...
Day two.
It's quitting time, so I'm off.
Day three.
...Training, START!!
Night four.
Page 12
No writing. I only read the odds of the first word!!
Day five.
0.99 sure!!
That goes to the FARM desk!!
All 0.99. Like a 100% rain forecast every day.
When it says 0.9, I'll make it right 9 times in 10!!
Day six.
Jev does that right out of the box!
No reasons. Just numbers. I call it—
Day seven, dawn.
Page 13
Behold!! My nasiAI!!
Are you SURE it actually works...
A number's a number!!
Sorting: 0.3 sec a case.
The AI fees... are dropping!!
They answered... I'll make it!!
Now, let's go pitch it to the next city!!
Page 14
How much per case for us to use it too?
Ten yen a case!!
We'll use nasiAI to check spending, too.
F-Finance?!
With results like this, I could go back to the main building...
My commission keeps going up.
Once I'm past Finance, I'm home free!!
Whoever builds the gauge gets to set it!!
—That night.
Page 15
Old server room spending: proper, 0.99.
YESSS!!
Every case in City Hall is coming to US?!
Cases go to whichever division scores highest.
Somehow, we're #1 every time.
H-help...
The deadline's tomorrow...
Page 16
Ask for... the chance of yes...
Genda... I believed in you.
I'll run the same question through Jev.
The numbers... don't match?!
Neither one gives reasons... We have to look inside!!
What is this “+0.3”?!
Mr. Genda.
Note: Once again the boss switches from “Genda-kun” to “Genda-san.” When he gets polite, it's over.
New post: nasiAI checker.
The budget? To Finance, together.
Page 17
I made it in time!!
The next week, AI fees were down 30%.
We asked in English, and the real Jev was all we needed.
The real one took it all...
Give me back my summer!!
Kid, help me cross-check!!
“Will Tetsu's checks end on time?”
“No, 0.98.” I'm going home.
